Here is a list of some things I received in my email. _____________________________________________________ Mulchfest II and Luna Lake -- This Coming Saturday, The 11th of July (Maybe Friday too - I'll find out soon). Once again we are asking for folks to bring wheelbarrows, pitch forks and Shovels to Prospect Park. We are getting another shipment of Mulch for the playground but will probably have enough left over to work on Luna Lake. It is my job to make you feel guilty when you don't help your neighborhood and city (especially if you have kids that use the park) so get to feeling guilty or avoid that guilty feeling by showing up. It is a lot of work but with enough people it goes pretty quickly. If we do have mulch available for Luna Lake and have enough volunteers we could use some weeders and mulch-spreaders there too. ____________________________________________________ Subject: SUMMER TAX BILLS The data for the summer tax bill that was recently mailed is incorrect, but the total tax due IS CORRECT. The Assessed value and Taxable value amounts were inadvertently transposed. The number under Taxable Value should be the amount of Assessed Value and vice-versa. However, the total due was calculated based on the correct taxable value. The revised tax bills will be corrected and re-printed by our vendor and mailed to all residents at no cost to the City. We apologize for any inconvenience caused. __________________________________________________________________ CITY OF YPSILANTI SPECIAL COUNCIL MEETINGS PUBLIC NOTICE YPSILANTI CITY COUNCIL WILL HOLD SPECIAL MEETINGS TO DISCUSS STATEGIC BUDGETING FOR EACH DEPARTMENT OF THE CITY AS LISTED BELOW. ALL MEETINGS WILL BE HELD AT 7:00 P.M. IN CITY COUNCIL CHAMBERS, LOCATED AT ONE SOUTH HURON STREET, YPSILANTI, MI 48197 : DATE: DEPARTMENT(S): THURSDAY, JULY 9, 2009 POLICE TUESDAY, AUGUST 11, 2009 FIRE TUESDAY, SEPTEMBER 8, 2009 ADMINISTRATION (MANAGER, CLERK, PLANNING, HR, BUILDING, FINANCE) TUESDAY, OCTOBER 13, 2009 PUBLIC SERVICES ALL INTERESTED PERSONS ARE WELCOME TO ATTEND. ADDITIONAL INFORMATION MAY BE OBTAINED AT THE CITY CLERK?S OFFICE, 1 S. HURON STREET, YPSILANTI, MICHIGAN. TELEPHONE: (734) 483-1100. ___________________________________________________________________ FYI on behalf of Mayor Schreiber: July 2009 Dear Ypsilanti Neighbors and Friends: Last year the city of Ypsilanti passed a balanced two-year budget to meet its economic challenges. This year?s budget preserves city staff levels and provides funding for road repair and energy conservation improvements (see tables below), but it doesn?t address the reduction in revenues for the upcoming years due to the sharp economic downturn. Property tax revenues are expected to decrease by 8 percent in 2010, another 8 percent in 2011, and another 10 percent in 2012. State statutory revenue sharing (Michigan sales tax revenues distributed to local governments) is in jeopardy as state tax revenues drop. Ypsilanti?s police, fire, road maintenance, and administration expenditures will remain constant or increase as the city?s two highest sources of revenue decline. City council must make hard decisions that will affect the structure and delivery of services for years to come. To inform city council and the public of the restructuring options, city staff will make cost-reduction and service-delivery presentations for police, fire, administration, and maintenance services. The dates for the public discussion of options are: ? Thursday, July 9 ? Police services ? Tuesday, August 11 ? Fire services ? Tuesday, September 8 ? Administration ? Tuesday, October 13 ? Public services (road maintenance, etc.) All meetings will start at 7 p.m. in Ypsilanti city council chambers. I encourage everyone to attend these sessions. The hard decisions ahead should not overshadow the recent great strides made in the city of Ypsilanti. The SPARK East small-business incubator is training people, J. Neil?s Mongolian Grille and the Keystone Martini Bar are new downtown attractions, the Hope Clinic on Harriet Street is undergoing a $3.2 million renovation, and $850,000 in grants will restart demolition at the Water Street property this year. We must continue development so that Ypsilanti can stay on track as it transforms itself from an industrial city to a city of knowledge, culture, and entertainment. Neighbor Acadia has taken the reigns and is trying to gather people and ideas. We are going to put together a float committee so if you are interested in joining or have ideas contact Acadia (acadia.h at gmail.com). I believe the first meeting will be early next week. __________________________________________________________________ Block Party July 19th, 2-6pm Plans for the Block Party are coming along fast and furious. I believe we will have a lot of good activities for folks to do. If you have a portable canopy that you can bring we would appreciate it. Of course, all neighbors with any talent or none should show up to entertain the troops. It will be the same basic principle, grills will be set up so you can cook your own food and if you want to be neighborly bring a dish to pass. I think we are still looking for some tables and grills so let me know if you can help with that. Volunteers are also needed to hand out fliers door to door. _________________________________________________________________________ Kickball The group YpsiCAN is putting together a neighborhood vs. neighborhood kick ball game at Rec. Park on August 1st during the benefit for the Senior Center Corn Roast. We are looking for players of all ages and anyone that just wants to come hang out. ___________________________________________________________________________ Sidewalk Repair Sidewalk repair is the homeowners responsibility. We have one neighbor who is taking that responsibility seriously and getting their sidewalk replaced. In the world of cement contractors the more people who have this done, the cheaper it is going to be. If you are thinking about replacing you sidewalk and want to try to get a group rate, let me know. Also, if you know of a good contractor -- the more local the better -- suggestions are wanted. ______________________________________________ Neighborhood Yard Sale The East Prospect Park Neighborhood (East of Prospect) is having a neighborhood yard sale in August. If you are interested in having a yard sale and working with the PPNA to work with the EPPNA on this event send me a note. _____________________________________________________________________ Don't Forget Chicken hearing tonight -- If you want chickens you need to show up. As I understand it there is a strong coalition against this that will be showing up in full force. Mulchfest II and Luna Lake Weeding -- We need volunteers this Friday and Saturday to help with Prospect Park. Please show up with shovels, wheel barrows, rakes, and pitch forks. Even an hour will help greatly. ____________________________________________________ Questions or comments write me. prospectparkneighborhood at comcast.net Kurt -------------- next part -------------- An HTML attachment was scrubbed... (Not the news media) Recently the Ypsilanti Police Department has investigated Home Invasions ( Breaking & Entering ) in the College Heights area. We had made a couple arrests and identified some subjects that we believed were involved. The Home Invasions stopped for a few weeks then recently started again and have moved around the City. The current area we are seeing a spike in Home Invasions are CHNA, Midtown N/A, Wood Rd N/A. This email is not to alarm or scare the residents but to inform and education all residents to be more careful and observant of suspicious behavior or subjects. Please if you see suspicious subjects in your neighborhood call the Ypsilanti Police Department and report it. ( 483-9510 or if emergency 911 ) The following are some help tips that we should practice: -Turn on outside lights on during nighttime hours. -Lock you doors and windows when you leave or turn in for the night. -If you go on vacation, have someone collect or stop your mail, newspaper and notify your neighbors or call YPD for a vacation watch of your residence. -Turn on radio/lights in your home. (Timers work great) -Don?t leave lap tops or other moveable electronics in plain view from a window or sliding glass doors. -Call the Police if your see any suspicious activity or subjects. I don't think I'll be getting chickens but I think the citizens of Ypsilanti deserve the right to have chickens. The ordinance that is up for adoption will place a limit of 4 hens (no roosters allowed) as well as conditions for housing and caring for the chickens. Apparantly there are some folks on the west side that are fighting hard against the chicken issue. When I grew up in the Prospect Park Neighborhood there were a few people with dozens of chickens and even that many were not an issue. The biggest point I can make is that I don't know what year the chickens in our neighborhood went away. If you have a chance and have an opinion on the chicken issue let your council people know. It is my understanding that Murdock and Robb (our councilmembers) will support the ordinance. It sounds like Richardson, Nickels, and Swanson are against and Bodary isn't going to show up. As it stands now it looks like the ordinance will fail so get on your lobbying shoes. You should also show up and use your 3 minutes to express your views at the city council meeting on Tuesday. After the first public hearing and vote two weeks ago, it was moving forward and seemed like with a few tweaks, would have enough council support to pass. However, in the meantime, a lot of people, especially in the western part of the city (Normal Park & College Heights) have spoken up against it to their council people and the mayor... there's been enough opposition that it is now iffy if it has enough support to pass. The thing about living in a pretty small place is that every email and call to council and mayor has the potential to really count-- they really do use the quantity of yays and nays they get on an issue (or at least this one) to decide their vote... and they have not been hearing from enough supporters of chickens. If they don't hear from enough by tomorrow night, and during the meeting, the chicken ordinance could be dead. If you are supportive of chickens in the city, here's what you need to do today/tomorrow-- it can take five minutes but is super crucial right now: 1) Write and/or call your council member and express your support. Doesn't have to be long or creative, just make your voice heard. Two lines is fine, more is even better! 2) Email the mayor also. He wants and needs to hear from people-- he also votes on council. His email is mayor at cityofypsilanti.com 3) Show up at council tomorrow night and during the public hearing, say a few words. http://cityofypsilanti.com/bd_city-council has email addresses for the council & the cell phone number for the mayor. Lois Richardson doesn't do email much-- her number is 482-2017. Trudy Swanson's number is 487-3904. Budget Revenue and Expenditure Projections Identified; Permanent Ypsilanti Police Chief to be Sought Two important decisions were made at the Police Services meeting on July 9. First, Ypsilanti city council created general-fund revenue projections for the next five years (shown below), using projected worst-case property tax revenues coupled with moderate reductions in state funding. The divergence between future revenue (green) and expenditures (red) mandates a restructuring of overall general fund expenses to maintain a balanced budget. Second, city council directed city manager Ed Koryzno to start the search process for a new chief of police. The selection process will be defined by the city manager in the coming weeks. The city manager will select the chief of police and city council must then approve the contract. Additional public discussions of restructuring and service options will be held on: ? Tuesday, August 11 ? Fire services ? Tuesday, September 8 ? Administration ? Tuesday, October 13 ? Public services (road maintenance, etc.) All meetings will start at 7 p.m. in Ypsilanti city council chambers. I encourage everyone to attend these sessions. Water Street Proposals to be Considered Two development proposals for the city of Ypsilanti?s Water Street property are in the late stages of negotiation. One proposal is a fast-food restaurant on the corner of Michigan Avenue and River Street; the other is a m ulti-family/student housing development on the southern portion of the property. Two additional proposals are in the early stages of negotiation: a commercial/retail project along Michigan Avenue, from River Street to Park Street, and a senior housing development along the Huron River on the southwest portion of the property. The purchase agreement for any proposal must be approved by city council. August 18 th is the earliest date for city council to consider the first two proposals. In the meantime, the city has been awarded $850,000 in federal grant money to restart demolition on the property this year. City council has hired an engineering firm to design roads and infrastructure. On July 21 city council will consider two street-plan options, with the goal of creating general guidelines for the Michigan Avenue strip of the Water Street property [i] (the options are shown below). Please feel free to contact me with suggestions for future mayor updates or to send me your comments on the budget and Water Street development. Yesterday afternoon, we completed our second and final workday for the year - weeding and spreading good hardwood around the entire garden. I encourage you to stroll by to admire the plants that are in bloom or just making a lush, green display of their healthy leaves. As you continue to enjoy the Garden, we ask that you help us to keep it looking good by doing the following: ? Please pick up and dispose of litter; ? Please let others know that foot traffic through the Garden is discouraged for the time being, while our plants get established. ? Although we appreciate the thought, please refrain from doing extemporaneous weeding, raking, planting, watering or mulching outside of designated work days. Many of our young plants are difficult to see and may be hard for some to distinguish from weeds. If you have some plants you wish to donate, please contact me (Rachel) and I will be happy to help you to plant any approved natives in the appropriate areas. We are looking forward to the display of Fall foliage and flowers and to next year's Second Annual Luna Lake Hoedown. If you are interested in joining our planning committee, or just getting involved, feel free to contact either myself, Mackenzi Retti - karenlea831 at comcast.net - (East Prospect Park Neighborhood Association) or Kurt Anscheutz - kdasmoot at comcast.net - (Prospect Park Neighborhood Association). Three units or larger may set out eighteen, 32 gallon containers and six large items. For additional information please contact the Public Services office at (734) 483-1421. Happy friday everyone, Volunteering for the Jamboree makes good sense. I believe you get passes for both days and a T-shirt. To sign up for The Jamboree here is the direct link: http://www.volunteerspot.com/login/entry/102-62451771811 If you know anyone who is interested in signing up you can share this link or have them contact me directly. Thanks again! Meghan I am writing to you because I want to overturn Ypsilanti's ordinance forbidding beekeeping. I was cited this week for keeping two hives of honeybees in my back yard in Normal Park. I intend to fight the ordinance that outlaws honeybees in our city. I have spoken to my city council representative, the city planner, the mayor, and a variety of other beekeepers in the city. I have also contacted SEMBA (the SE Michigan Beekeepers Association), of which I am a member. The president of SEMBA, Roger Sutherland, has been a fantastic resource and is interested in coming to speak to our city council to provide education on the value and importance of urban beekeeping. If you keep honeybees, would like to, or know a beekeeper, please consider attending the council meeting on Aug 18, 7PM at City Hall. I urge you to contact your city council representative and make your views known. Prior to the meeting, I will send council members information on the benefits of urban beekeeping for gardens, for food production, and for the health of bees themselves. In the face of Colony Collapse Disorder (a nationwide threat to critically important pollination for food production), we need healthy bees more than ever and honeybees thrive in the city. According to SEMBA, honeybees actually do BETTER in urban environments than in farming areas (probably due to diverse flowering plants and lack of exposure to agricultural chemicals). More information can be found at http://www.sembabees.org/ or http://en.wikipedia.org/wiki/Beekeeping . Please forward this message to anyone who is concerned about honeybees, urban agriculture, self-sufficiency, and community resilience.
