Dear Ypsilanti Neighbors and Friends: 



My update this month will focus on city of Ypsilanti police service options and Water Street development. 

Budget Revenue and Expenditure Projections Identified; Permanent Ypsilanti Police Chief to be Sought 


Two important decisions were made at the Police Services meeting on July 9. First, Ypsilanti city council created general-fund revenue projections for the next five years (shown below), using projected worst-case property tax revenues coupled with moderate reductions in state funding. The divergence between future revenue (green) and expenditures (red) mandates a restructuring of overall general fund expenses to maintain a balanced budget. 



Second, city council directed city manager Ed Koryzno to start the search process for a new chief of police. The selection process will be defined by the city manager in the coming weeks. The city manager will select the chief of police and city council must then approve the contract. 



Additional public discussions of restructuring and service options will be held on: 

    • Tuesday, August 11 ─ Fire services 
    • Tuesday, September 8 ─ Administration 
    • Tuesday, October 13 ─ Public services (road maintenance, etc.) 


All meetings will start at 7 p.m. in Ypsilanti city council chambers. I encourage everyone to attend these sessions. 

Water Street Proposals to be Considered 


Two development proposals for the city of Ypsilanti’s Water Street property are in the late stages of negotiation. One proposal is a fast-food restaurant on the corner of Michigan Avenue and River Street; the other is a m ulti-family/student housing development on the southern portion of the property. Two additional proposals are in the early stages of negotiation: a commercial/retail project along Michigan Avenue, from River Street to Park Street, and a senior housing development along the Huron River on the southwest portion of the property. The purchase agreement for any proposal must be approved by city council. August 18 th is the earliest date for city council to consider the first two proposals. 



In the meantime, the city has been awarded $850,000 in federal grant money to restart demolition on the property this year. City council has hired an engineering firm to design roads and infrastructure. On July 21 city council will consider two street-plan options, with the goal of creating general guidelines for the Michigan Avenue strip of the Water Street property [i] (the options are shown below).
