City Councilmember ? Ward Three With the action of the AATA board on September 23 rd , the Ypsilanti City Council has secured an expanded contract for public transportation with no service reductions through June 30, 2011. The details of this agreement are as follows. EXTENDED CONTRACT For the first time, the City and AATA will be entering into a service contact that is longer than one year. The contract will run twenty-one (21) months from October 1, 2009 through June 30, 2011. This secures and stabilizes the public transportation services in the City of Ypsilanti while a more permanent funding solution is pursued. NO SERVICE REDUCTIONS There are no service reductions in the new extended contract. ADDITIONAL RESOURCES FROM THE CITY OF YPSILANTI The City Council has pledged an amount of $218,000 for the AATA contract for FY 2010-11 - an increase of $ 60,000 over this year?s allocation. The City?s commitment for the two year cycle is now $ 376,000. USE OF RECOVERY ACT (STIMULUS) FUNDS AATA received $6.4 million dollars in stimulus money of which 10% can be used for operations. Stimulus money was awarded on a formula that contained Ypsilanti?s population and ridership. The AATA Board agreed to provide up to $ 202,000 to cover the shortfall for this contract period while a regional authority or other permanent funding mechanisms are pursued. LONG TERM FUNDING STRATEGY A secure dedicated source of funding for public transportation is necessary for the long term. This contract gives us a little breathing room to develop such a program. A regional system ? either County wide or consisting of the Urban communities, with a dedicated millage would provide the best service at the lowest overall cost. City Council, cannot by itself make that happen, but is committed to pursuing that goal with those that can ? AATA, the City of Ann Arbor and Washtenaw County.. CITY COMMITMENT TO FUNDING AATA AATA?s decision to use Stimulus money to fill the shortfall was clearly based on the City?s commitment to the two year funding cycle as well as the City Council?s commitment, in the event that no regional system emerges, to place on the November 2010 ballot, a Headlee override - City Charter Amendment (.9 mil) designated for the sole purpose of funding public transportation. Local nonprofit Community Records foundation ( www.CRFmusic.org ) invites teens to take a critical look at the songwriting process as an exploration of music, message, and the effect it has on community. Teens will perform and talk about their personal perspectives on songwriting and recording. 1 pm, YDL-Whittaker Road, Community Room Paul Tyson will demonstrate several types of computer-based recording solutions that include both software and hardware. The session will cover audio recording as well as MIDI recording using a MIDI keyboard. Attendees will learn about MIDI recording vs. audio recording and will see a live demonstration that illustrates the differences between the two recording methods. The Songwriters? Stopwatch Challenge 3-5 pm, YDL-Whittaker Road, Story Room Could you write a song in two hours or less, with the clock running and the pressure on? Sign up to be a part of this unique challenge. Up to ten contestants will register between 2:30-3 pm. At 3 pm, three words will be selected by each participant blindly from a box. Then the challenge is on as the stopwatch ticks down the minutes?for in two hours time, these new songs, containing the three random words among its lyrics, will be performed for the first time, live, before a YDL audience. The Ypsilanti Police Department made an arrest of two subjects breaking into a local business. 3 YPD Officers were on a foot patrol in the downtown area checking in on local business's when a burglary alarm sounded from a clothing store around the corner from where the officers were walking. As officers made the location, two suspects were coming out of the closed business carrying merchandise. The suspects ran on foot and tried to hide in a wooded area near the Huron River. A perimeter was established quickly. An MSP K9 was nearby and assisted officers. One subject was apprehended down near the river shortly after the police dog arrived. Officers from YPD, MSP, Washtenaw County Sheriff and Eastern Michigan University assisted in trying to locate the second suspect. The second suspect attempted to flee the police dog by swimming into the water and going down stream. After 1 1/2 hours the second suspect was located and arrested in the wooded area, shivering from the cold water. He was treated for potential hypothermia and a sprained leg. Both suspects were lodged pending prosecutor review. Investigation revealed the suspects were attempting to steal thousands of dollars worth of merchandise. **** Please remember to lock all your doors and windows and call the Ypsilanti Police Department if you see anyone that is acting suspicious in your neighborhood. The Home Invasions are taking place in the morning, afternoon hours when the suspects think the residents are at work or school. These suspects are knocking on the door and if no one answers they will go to the rear of the house and force entry. If the resident is home they ask to use your telephone or make up some other story. NEVER allow anyone into your home that you do not know. Paul DeRidder Ypsilanti Police Department Hi All - The AATA Board is holding a special meeting to discuss a regional system under Act 196. The meeting will be held on Thursday, October 29th at 5:00PM in the Varsity Room of the Weber's Inn on Jackson Road in Ann Arbor. We may get a feel for where we are relative to creating a regional transportation system. Here is some info from a story in the Ann Arbor Chronicle http://annarborchronicle.com/2009/10/26/aata-sets-meeting-on-regional-authority/ Reorganization as Act 196 Regional Authority Ted Annis gave his final bit of ?headline news? from the planning and development committee ? ?final? because board member Rich Robben will be taking over as chair of that committee. The news was that the committee recommended outsourcing the design of a countywide bus system. A request for qualifications (RFQ) should be issued for that design, rather than having AATA staff prepare it in-house, Annis said, because of ?bandwidth,? which is to say that it?s a question of staff having adequate time. By way of background, the AATA is currently funded for service inside the city of Ann Arbor by a transportation millage levied at just over 2 mill. Service to areas outside the city is funded by purchase of service agreements (POSAs) with specific muncipalities. In October of 2008, the AATA board actively discussed the possibility of reorganization as a regional authority under the Public Transportation Authority Act 196 , with the planning and development committee bringing a recommendation to the board that the AATA reconstitute itself as a regional authority according to the act. Discussion of a possible countywide transportation millage for the fall of 2009 was also active, but the planned WISD school millage , which is actually appearing on the Nov. 3 ballot, was seen as diminishing the prospects for approval. Then, in March 2009, an item was placed on the board?s agenda to reorganize the AATA under Act 196, but was pulled. As The Chronicle previously reported [" Bus Fares Will Increase "]: The upcoming hire had an impact on planned consideration of the organization?s vision statement, which the board had been scheduled to work through as a full group Wednesday evening. That item was tabled in the interest of receiving the input of the new executive director, when he is hired. [emphasis added] For the same reason, another agenda item was pulled, which would have entertained the possibility of the AATA reforming itself under Act 196. Now that the Michael Ford has been hired as CEO of the AATA, the transportation authority is again taking up the matter. During public commentary at the conclusion of the meeting, Jim Mogensen asked the board to make sure that the Oct. 29 board meeting at Weber?s was open to the public. Annis, for his part, established that the nature of the discussion would be broad and wide-ranging.
