Hello Neighbors,

I've had a few items pass through my inbox that I'd like to share with you along with some other information from my head.

When you are around the Downtown Area tune into AM1700. Its not fully formatted but it is true Ypsi-Local Radio. Sadly, it doesn't come in at my house but it does pretty well west of Washington Street. I'll keep you updated as the station progresses.

Last Friday Night I made my rounds Downtown and it was really great. I suggest you follow this pattern if you think there is nothing to do in Ypsi on a Friday night. Of course, there are a lot more things to do and places to eat than the ones below. I suggest you get out and take in some of the downtown nightlife and figure it out for yourself. Downtown isn't just a place for college kids. In fact, there were more 'older' locals than college kids at the places I visited.

Here was my Friday night.

    1. I walked through the parks to the Riverside Arts Center. I stopped in to view their latest art exhibit in the basement. It was pretty good stuff and was FREE.
    2. I walked down to Michigan Avenue to Haabs where I had a wonderfully cooked steak. HAABS is a great steakhouse. FYI: it also has the best happy hour in town for appetisers and drinks.
    3. I then went to the Tap Room where John Latini and Friends play every Friday night. The music side of the Tap Room is Smoke Free and roomy. John always puts on a great set and he brings in very talented musicians to play. There is no cover and I believe it is $2.25 for a pint of Bell's beer or a Bacardi drink. John does pass the hat for the traveling musicians that he brings in. It is a great night of entertainment.
    4. I stopped into the Keystone Martini Bar for the 'Roots Music Night' which is every Friday night.- THIS IS ALSO A SMOKE FREE BAR - Dragon Wagon was playing along with some friends of theirs. It was nicely crowded and had a great vibe. $1.00 PBRs was the special of the night. I'd also like to point out that there is a DJ night every Saturday and Jazz on Mondays (I think). Check out the AnnArbor.com article on Keystone.

A neighbor reported that she was stopped in the neighborhood by someone asking for change and then that person knocked on the door of another neighbor. I am in no way judging these beggars and realize they just need to get a little booze in their bellies but there was some concern. I asked the Chief about what to do and this was her response.

As far as panhandling/begging. The city has an ordinance that is available to be viewed on line through Municode.com. The commonly one referred to as begging or panhandling falls under Sec. 74-90. These are misdemeanors according to our city ordinance. Yes-calling the non-emergency line is certainly what I would suggest in this instance.

Sec. 74-90. Unlawful solicitation.

Except as otherwise provided in chapter 22, article V, it shall be unlawful for any person to solicit the immediate payment of money or goods from another person, whether or not in exchange for goods, services, or other consideration, under any of the following circumstances:

(1) On private property, except as otherwise permitted by chapter 22, article V, unless the solicitor has permission from the owner or occupant;

(2) On private property except as otherwise permitted by chapter 22, article V, when the owner or occupant thereof has displayed a "No Soliciting" or "No Peddling" sign on the premises;

(3) In any public transportation vehicle or public transportation facility;

(4) In any public place as defined in section 74-81 and including any parking lot;

(5) From a person who is in any vehicle on the street;

(6) By obstructing and or impeding the free passage of pedestrian or vehicle traffic;

(7) Within 12 feet of a bank or automated teller machine;

(8) By moving within two feet of the person solicited, unless that person has indicated that he/she wishes to be solicited;

(9) By following and continuing to solicit a person who walks away from the solicitor, or who verbally or nonverbally refuses the solicitor;

(10) By knowingly making a false or misleading representation in the course of a solicitation;

(11) In a manner that appears likely to cause a reasonable person of ordinary sensibilities to feel intimidated, threatened or harassed;

(12) From a person who is a patron at any outdoor cafe or restaurant.

(Code 1983, § 9.128; Ord. No. 1007, § 1, 6-21-2005)

Sec. 74-86. Loitering and obstructing passage.

It shall be unlawful for any person to loiter on any street or sidewalk or in a park or public building or conduct himself in any public place so as to obstruct the free and uninterrupted passage of the public.

(Code 1983, § 9.119)
